Carver County approves $1 million for Trails Edge Senior housing project

The Carver County Board approved a motion to release $1,000,000 from the CDA housing project account to support Trails Edge Senior, a proposed affordable senior housing development presented by Allison Scribe, executive director of the Carver County CDA.
Scribe said the CDA was awarded Minnesota Housing funding to build a project modeled on recent CDA properties, with unit mixes restricted to households at 50%–60% of area median income and several units set aside for high-priority homeless households or very low-income residents. "We're requesting funds be released for this project," Scribe said, adding that county funds would need to come in at closing and that the project has a tentative late-2026 timeline with a 12-month construction schedule and a six-month lease-up period.
Commissioner Lynch moved to release $1,000,000 to the CDA; the motion was seconded and approved by voice vote. Scribe said LAHA (local housing assistance) and other allocations were part of the financing picture and that federal earmarks can reduce tax-credit eligibility; the CDA asked for the county contribution to replace $2 million in federal earmarks that would otherwise add cost and compliance burdens.
Board members applauded the CDA’s work, asked about vacancy and wait-list metrics (Scribe reported average occupancy in CDA properties of roughly 94%–95% with wait times up to 18–24 months for project-based vouchers) and approved the funding release.
