Council approves Purdue Brandon for municipal court collections after competitive procurement
Summary
Following a formal RFP process that yielded five submissions and three finalists, council selected Purdue, Brandon, Fielder, Collins & Mott LLP to provide municipal court collection services and approved a resolution to enter into an agreement.
CFO Richard Jackson told council that after an 18‑year relationship with a prior vendor the city conducted a competitive procurement for municipal-court collection services. Staff received five proposals, shortlisted three finalists, and recommended Purdue Brandon as the most advantageous partner.
Doug Burnside, managing partner for Purdue Brandon’s DFW office, described the firm’s experience and proposed approach, noting the firm’s compliance posture (PCI certification for payments; SOC2) and offering a menu of services — outreach campaigns, case-resolution events, technology integration and client reporting. Burnside said the firm would dedicate resources and up to $5,500 annually for collection initiatives selected by the city.
Councilmembers asked about vendor metrics and transition logistics. Staff said collection performance would be tracked through cleansed metrics, aging reports and resolution rates to ensure the new vendor’s effectiveness compared with prior performance. The council approved the resolution to enter into an agreement with Purdue Brandon by voice vote.
Staff will next finalize contractual terms, coordinate data transfer and begin onboarding and system integration with the firm’s operations team.
