Ruidoso workshop reviews airport lease, humane‑society funding and wastewater engineering task order

Councilors asked about marketing, destinations and TSA constraints; Speaker 10 said Denver is the current destination because of TSA acceptance and ground-handling arrangements.
On municipal services, Speaker 1 presented a proposed $95,000 agreement with the Lincoln County Humane Society for safe and humane animal-control services; Speaker 7 introduced Abel as the Humane Society executive director for the item and councilors noted the contract is slightly higher than last year but still less expensive than in‑house alternatives.
In infrastructure planning, Chair (Speaker 1) introduced task order 2026-002-P-SM-05 with Sauder Miller & Associates for a preliminary wastewater engineering report totaling $119,752.74. Speaker 15 (the consultant) outlined three treatment alternatives to evaluate effluent reclamation and different conveyance options, and said the firm will consult the State Engineer and NMED on water-rights and water-quality compliance.
The meeting also addressed a change order for Meacham Drive work (asphalt driveways, steps, doors and curb work) funded by a state grant and discussed multi-award RFPs to increase local contractor capacity for roadway/drainage work and flood response.
