Fulton Council postpones rezoning at 305 W. 14th, advances two other land‑use measures

The public hearing on 305 W. 14th included opposition from Timothy Walker, who said he feared changes could alter neighborhood character and affect property values. After Council discussion, a motion by Councilman Mike West, seconded by Councilman Bob Washington, to postpone Bill No. 1783 until the next regular meeting carried with five in favor and one opposed (Bill Hinchie); two Councilmembers were absent.
Council moved Bill No. 1786, to rezone 1003 Jefferson Street from M‑1 to R‑1, to second reading (motion by Councilman West, second by Councilman Alan Combs). The Council also moved Bill No. 1787, to annex 4930 State Road HH and establish initial zoning language (to be corrected before the next reading), to second reading (motion by Councilman Bob Washington, second by Councilman Bill Hinchie).
Council considered Bill No. 1784, an amendment to Chapter 22 to regulate marijuana facilities consistent with Article XIV of the Missouri Constitution, and voted to advance the ordinance to third reading (motion by Councilman Jack Cowherd, second by Councilman Bill Hinchie; five in favor, one opposed). The minutes indicate staff will correct ordinance language before subsequent readings where needed.
No final rezoning or annexation ordinances were adopted at the meeting; the items were scheduled for further consideration.
