Louisa County supervisors approve subdivision, fiber project, parade detour and courthouse emergency plan

At their Aug. 26 meeting, the Louisa County Board of Supervisors approved the Sunny Acres Subdivision designation (not a building site), authorized Windstream fiber work in county right-of-way (Project #40149), approved event permits and a two-hour parade detour, and adopted the courthouse Emergency Action Plan.
The Louisa County Board of Supervisors on Aug. 26, 2025 approved a series of routine permits and infrastructure actions, directed staff to solicit LP fuel bids, and adopted an updated Emergency Action Plan for the county courthouse.
Chair Shawn Maine called the meeting to order at 8:30 a.m. at the Supervisor’s office; Supervisors Kevin Hardin and Scot Hunt were present.
The board approved the meeting agenda (motion by Scot Hunt, second Kevin Hardin) and the Aug. 19 minutes (motion by Kevin Hardin, second Scot Hunt). The minutes record board members voting “AYE” unless otherwise noted.
During public input, resident Randy Foor asked whether valves from a previously approved Complex LP repair bid would be reused. Supervisor Scot Hunt clarified that the valves are new and said the building’s regulator was not included in the earlier bid.
Business actions approved by the board included: - Sunny Acres Subdivision: Motion by Kevin Hardin, second by Scot Hunt, to approve the Sunny Acres Subdivision with the understanding that the parcel is not a building site. - Fireworks permit: Motion by Scot Hunt, second by Kevin Hardin, to approve a fireworks permit for Conesville Event Grounds on Aug. 30, 2025. - Columbus Day Parade detour: County Engineer Adam Shutt gave his weekly update, after which the board approved (motion Hunt, second Hardin) a two-hour detour on X37 & G62 to hold the Columbus Day Parade on Oct. 11, 2025. - Windstream right-of-way construction: Motion by Kevin Hardin, second Scot Hunt, to approve Windstream Iowa Communications LLC’s application to construct fiber along County Road X43, Highway 305, and 170th Street (Project #40149). - Courthouse Emergency Action Plan: Following an update from Kenny Marlette (EMA), the board approved (motion Hardin, second Hunt) the Louisa County Courthouse Emergency Action Plan.
The board also directed Auditor Susan Schnedler to place a newspaper advertisement requesting bids for LP fuel; bids will be accepted Sept. 4–19, 2025 and opened at the regular meeting on Sept. 23, 2025. A payroll change noting the resignation of Hilda Dyer, part-time jail cook, effective Sept. 5, 2025, was reviewed.
Supervisors discussed whether to change the Conservation Office Manager position from 30 to 40 hours per week but took no formal action.
