Board criticizes absent applicant as Maidstone Acres resubmission lacks required sanitary, landscaping and lighting details

The Planning Board flagged an incomplete resubmission for the Maidstone Acres (Mead Stone Hikers 2) site-plan modification at 288 Stone Park Road and urged the applicant to return with full answers and to attend the next hearing.
Chris Detcher of the Planning Department reviewed the second submittal and identified numerous outstanding items: a revised sanitary plan was not submitted (the county submittal differs from the board's 2023 approval), a below-ground propane tank sits near proposed landscaping and may conflict with roots, and the submission lacked manufacturer specification sheets for lighting fixtures. Detcher also noted new elements including a below-ground propane tank in a previously approved planting area and an air-conditioning unit that may lack the five feet of required clearance above it, per the fire marshal.
Staff said the applicant must indicate piping locations throughout the site to evaluate conflicts among water, propane and sanitary lines; provide existing and proposed ground elevations for the proposed planter/retaining wall; explain how landscaping near the propane tank will avoid interference with tank access and root systems; and provide lighting specification sheets showing code compliance. Planning staff also flagged noncompliant exterior lighting approved by the Architectural Review Board and said it cannot be approved if it does not meet town code.
Board members, led by Jen and others, criticized the applicant's absence at the meeting and said repeated incomplete submissions slow the process for other applicants. Members directed the applicant to submit the requested technical details and to attend future hearings.
Next steps: The applicant should provide a revised sanitary plan showing piping and elevations, lighting cut sheets to demonstrate code compliance, clear landscaping details addressing root conflicts and propane-tank access, and options for relocating the AC unit if necessary. The board will re-review when those materials are submitted.
