Joint Committee recommends Gold Cross agreement, declares equipment surplus and okays access-panel funding

The Joint Committee of the Whole met Jan. 12 at City Hall Council Chambers and recommended a slate of administrative actions to the full council, including approval of a service agreement with Gold Cross and Seymour Rescue and the declaration of a 2018 Kubota tractor as surplus.
The meeting opened with roll call under Council President Tetzlaff and included Mayor Greuel, alderpersons Krull, Vander Heiden, Hurkman, Gerbers and Schaumberg. Chief Schultz administered the oath to Lieutenant Fuller during a brief personnel item.

The committee reviewed and recommended approval of a service agreement between the city, Gold Cross and Seymour Rescue after the Seymour Ambulance Director summarized operational needs for formalizing the partnership. Alderperson Vander Heiden moved to recommend approval and Alderperson Schaumberg seconded; the motion carried.
Committee members also reviewed December finance reports. Fire Chief Ron Vande Corput said additional work was needed to repair floor drains and thanked Schuh Construction for maintaining its original quote despite the extra work. Alderperson Vander Heiden moved to recommend payment of the bills; Alderperson Gerbers seconded and the motion carried.
On equipment, DPW Director Schoen summarized maintenance and replacement concerns and the committee recommended declaring a 2018 Kubota tractor excess to city needs; Alderperson Krull moved, Alderperson Hurkman seconded, and the motion carried.
The Seymour Ambulance Director told the committee that the access-control panel at the shared fire/EMS building was not consistently functioning for arriving responders. Alderperson Schaumberg moved to recommend using unassigned fund balance to replace or repair the panel; Alderperson Hurkman seconded and the motion carried.
The committee also reviewed a Temporary Class B license application for Outagamie Speedway events. Alderperson Vander Heiden moved to recommend approval (second: Krull); motion carried.
City Administrator Sean Hutchison provided administrative updates, including timelines for tax-increment financing (TIF) reporting for 2026, a reviewed debt-payment calendar, and an upcoming Plan Commission review of the Idlewild planned-unit-development final site plan; if the Plan Commission recommends approval, the council may take final action on Jan. 26. Hutchison also reported that the FY2025 audit kickoff occurred and praised Clerk-Treasurer Christy Stover for her work during the city’s accounting-software transition: “Clerk Stover has done a wonderful job keeping the auditor informed throughout the accounting software transition,” he said.
No formal vote tallies were recorded in the minutes beyond the notation “motion carried.” The committee adjourned following routine business.
Next steps: Each recommended item will be taken up by the full City Council for final action; the Idlewild PUD final plan may return to the council Jan. 26 if the Plan Commission forwards a favorable recommendation.
