Officials discuss Chiloquin mill site redevelopment, annexation and environmental review

Robert Cowie described sustained local interest in redeveloping the Chiloquin mill site and noted the City of Chiloquin’s limited capacity to maintain the property. Planning staff told the board the site is currently zoned heavy industrial, which makes county-level rezoning costly and complex; they recommended annexation into the city to ease zoning changes.
Board members and staff discussed the need for updated environmental assessments and potential EPA Brownfield grants to support cleanup and redevelopment. County staff flagged DEQ and solid-waste considerations and noted that liability typically transfers on deed conveyance; they also emphasized the importance of tribal consultation and archaeological investigation before major redevelopment steps.
Commissioners agreed to clarify DEQ’s position, research annexation procedures, seek philanthropic and grant funding, coordinate community engagement and tribal consultation, and name Commissioners Nichols and Terry Wells as liaisons for the project.
