Resident urges use of township land, deed restrictions and accessory apartments to expand affordable housing

A resident told the Mannington Township Committee March 9 that the township could take three steps to increase affordable housing supply: donate additional township-owned property to Habitat for Humanity of Salem County; review existing homes that could be deed restricted; and create an accessory apartment ordinance allowing separate living units that could be deed-restricted and rented to lower-income households.
Timothy Mangold, who spoke during public comment, said the accessory-apartment option would allow homes to contain separate living quarters with a bathroom, kitchen and bedrooms for family members or lower-income renters; he suggested such properties be deed-restricted to preserve affordability. Mangold also suggested the township identify existing township-owned parcels that could be donated to Habitat for Humanity.
Deputy Mayor DiGregorio said he had reached out to Planner Michael Sullivan to ask whether an 8-acre parcel near Mannington Mills might qualify for affordable housing and volunteered to follow up on Mangold’s three suggestions, copying the solicitor and the deputy clerk so the township office could retain records of those communications.
The committee did not take formal action on Mangold’s suggestions at the workshop; DiGregorio’s offer to contact the planner indicates staff and professionals will evaluate the ideas for future consideration.
