Mannington advances housing agenda: inclusionary-zone hearing adjourned, ordinance and marketing plan adopted

Township Planner Michael Sullivan reviewed Ordinance No. 26-03 and explained why the Committee should adopt the zoning amendment; following a brief hearing the Committee adopted Ordinance 26-03 on second and final reading (roll call: Eber — yes; DiGregorio — yes; Mitchell — yes). Planning Board Resolution No. 11-2026 supporting the ordinance was accepted before adoption.
On Ordinance No. 26-02, which would create an Affordable Housing-1 (AH-1) inclusionary housing zone, the Committee accepted Planning Board Resolution No. 10-2026 and opened the public hearing. Solicitor Horner advised adjourning formal adoption until the Committee hears from attorney Jeffrey Surenian; the Committee closed the hearing and rescheduled the second hearing and adoption for March 9, 2026. Resident Timothy Mangold asked during public comment why the ordinance had been adjourned; Solicitor Horner explained the reason to Mangold, who had arrived after the earlier discussion.
As part of the affordable-housing package the Committee adopted a resolution approving an Affirmative Marketing Plan prepared by Leckington Advisors LLC to implement the Township’s Amended Housing Element and Fair Share Plan. The resolution directs the Township’s Administrative Agent to implement and enforce the plan consistent with the New Jersey Fair Housing Act (N.J.S.A. 52:27D-301, et seq.), UHAC (N.J.A.C. 5:80-26.1, et seq.), applicable court orders and the Township's court-approved plan; it also allows updates to the plan with Committee approval. The Committee also reappointed Kris Alexander as the PIG/Farmland Preservation Administrator for a multi-year term and specified compensation per PIG application.
