Resident tells River Ridge CDD board of slab damage, asks HOA and CDD to coordinate drainage fixes

During public comment on Oct. 22, Oak Run resident Lynde Sorensen told the River Ridge CDD Board that water intrusion had damaged her home's slab and caused buckling of master bedroom flooring. Sorensen said inspections found no plumbing or HVAC leak and that a floor-warranty review and a leak-detection specialist found very high moisture levels on the floor and concrete slab.
She described substantial ponding behind her unit and said a foundation specialist applied sealant and recommended installing drain tiles around the perimeter of the unit and downspout extensions measuring 5 to 10 feet. Sorensen said the underground downspouts had been submerged by standing water and that she needs help moving downspouts farther from the home and installing the recommended drain tiles.
Chair Bob Schultz acknowledged the problem and said ponding might be addressable by the CDD while noting that drain tiles “are most likely a neighborhood issue.” District Manager Cleo Adams told the Board that drain tiles are an HOA matter, not the CDD. Sorensen said she presented the issue to her HOA and hoped the CDD and HOA could determine an innovative solution.
District staff and the district engineer discussed the drainage pattern near 27123 Sound Way, noting the lot was originally part of an indigenous preserve and later became Club land, leaving the area without constructed drainage. Staff asked Sorensen if the origin of the water entering the unit had been determined; she said no definitive cause had been found and that the moisture may stem from excessive ground-soil moisture following increased rainfall.
