Santa Barbara County says upgraded online portal speeds permits for common home projects

An agency official for Santa Barbara County said the county has expanded its online citizen access portal to let residents apply for and, in some cases, immediately receive permits for routine home projects.
The county official said, “The county of Santa Barbara is making it faster and easier than ever before to get permits for many common home improvement projects.” The official listed examples including electrical panel upgrades, water heater replacements, residential solar installations through SolarAPP and like‑for‑like gas, sewer and water line replacements.
County presenters said the digital system moves applications, plans and reviews online. A staff member described the portal rollout as a move to a fully digital workflow: “everything is digital from our application forms to plans, submittals, but also a permit process completely digitally,” the staff member said.
A presenter said the county has seen most submittals move from paper to electronic and reported staff-time savings: “We’ve gone from a 95 to 99% paper submittals now to online, almost 100%... And we’ve saved over 1,000 hours of staff time since then,” the presenter said.
Speakers emphasized three primary benefits: convenience for applicants who can apply from home or on site, faster turnaround for simple permits and greater visibility into each application’s status so applicants can see corrections and progress in real time. One presenter said wait times that once ran several weeks for some permits have shortened sharply, noting that some solar permits now issue instantly.
On-demand permits were highlighted for small, simple projects. According to a presenter, applicants can apply through the Building section of the portal, receive an automatically issued permit when eligible and get notifications as the project proceeds. Staff also reiterated that residents may call county offices for help with the process.
