Stark said the Lakewood Library grand opening is scheduled for August 29 at 10 a.m.; staff also noted upcoming public art installations—‘Folding Home’ (artist James Den) and a Corn Palace seating wall by artist Annie Capelli—and said grant timelines influenced the sequence of some work, including a grant‑funded inclusive playground that had to be completed to meet county conditions.
Stark told commissioners the capital program is tied to a project work plan dashboard on the city website that links projects to council priorities and allows residents to track status. He said the park dedication fund, not general tax revenue, primarily funds these park projects.
