River Ridge CDD reviews NPDES update, discusses storm surge planning and approves drainage easement

At the Oct. 22 meeting the Board reviewed the Lee County NPDES Cycle 4 Year 7 annual report and authorized a template Grant of Easement for drainage from PSGRC to the district. Staff discussed potential changes to sampling requirements and a multi-year storm surge resilience effort; Board directed staff to assist and approved the easement.
District staff told supervisors Oct. 22 that the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 annual report has been filed with Lee County and will be submitted to the Florida Department of Environmental Protection ahead of the Nov. 1, 2024 deadline. Mark Zordan said Lee County reviewed and approved the report and that staff will continue into Year 8 pending issuance of a new permit.
The Board discussed potential future changes to water-sampling requirements. District Manager Chuck Adams reminded the group that stormwater ponds are designed to capture and retain runoff and are not held to the same standards as natural lakes.
Eric Long outlined an action plan to increase storm resilience over the next five to ten years and proposed creating an advisory or review panel to coordinate with state and county partners. Long offered a hypothetical topographic analysis showing a 10-to-12-foot storm surge could have flooded 45% to 55% of the community in the scenario presented and asked the CDD to designate a Board representative and staff to help coordinate; the Board consensus was that Long and newly appointed Keith Merrill will assist and Mr. Krebs was authorized to help as necessary.
District Counsel Tony Pires presented a template Proposed Grant of Easement for drainage from PSGRC to RRCDD, and the Board approved the easement on motion. Mr. Krebs noted he is preparing additional drainage easements for Seaside II and the Golf Course area and will forward them to counsel when completed.
