Harrison County commissioners approve transfers, bills, payroll, plats and outside‑agency contracts in routine session

Harrison County's Commissioners Court completed its Nov. 20 agenda by approving a series of routine financial and land‑use items, including line‑item transfers, payment of outstanding FY25 invoices and preliminary plats in Precinct 4.
Auditor Vickie presented two line‑item transfers to align expenses with the year in which they were incurred: $261,958.67 for fiscal year 2025 and $43,922.90 for fiscal year 2026. "I have two different line item transfers," she said. Commissioner Timmons moved to approve the transfers; the motion passed 4–0.
Other financial actions approved included payment of $753,389.20 in FY25 invoices described as the last payable invoices for that fiscal year, and approval of payroll for the Nov. 7 pay period. The court also accepted the FY25 statement of financial position for the community supervision and correctional department as required by Local Government Code §140.004, and approved a budget amendment for the county clerk's records preservation and automation fund, which was presented as no cost to the county.
Land‑use and related administrative approvals included the primary preliminary plat for Treetop Meadows (US 59 & Timberland Drive, Precinct 4), a preliminary plat for Drakewood Acres (Log Road, County Road 4014, Precinct 4), and the rescission of an unrecorded Phase 2 plat for Southern Pines. The court also approved utility applications for Gum Springs Water Supply Corporation and West Harrison WSC.
The court approved annual payments for outside agencies listed in the budget, naming organizations such as the Marshall Depot, Boys & Girls Club, Women's Center of East Texas, Wascom Public Library, East Texas Open Door, Literacy Council, Soil and Water Conservation District, East Texas Area on Aging, Harrison County Children's Services Board, 12 Way Foundation and Longview Library.
Several other items were placed on the record: approval of county clerk minutes from Nov. 6; approval of a TCDRS plan agreement for 2026; and approval of the Texas Association of Counties workmen's compensation renewal ($174,873 total contribution, an increase of about $7,500 or roughly 4.5%). In each case commissioners voted 4–0 to approve the listed actions.
One contract item—the proposed advisory services engagement with Woolpert Inc. at $150 per hour—was discussed but tabled until a judge could provide clarification; the court passed on the item to obtain more information.
