Commissioners approve digital monitoring contract and audit engagement for Willoughby juvenile services

Harrison County Commissioners on Nov. 6 approved a move to a digital monitoring and security system for the Willoughby juvenile facility and authorized an audit engagement for the juvenile services operation.
Miss Whitehurst described the change from an analog system installed during a 2023 remodel to a digital 3D monitoring system. She said the prior system had suffered a multi‑hour outage caused by human error and that the 3D vendor will provide more immediate on‑site support. "3D actually will come out and and solve that problem right then," Whitehurst said, and she described the purchase as an insurance package to minimize downtime.
Whitehurst told commissioners she proposes using funds already budgeted for a piping/logging monitoring approach to pay for the 3D security assurance package. Commissioners approved proceeding with the contract and earlier in the meeting approved the engagement letter with Patillo Brown & Hill LLP to provide Harrison County juvenile services audit services for year ended Aug. 31, 2025.
Whitehurst introduced staff members Zachary Henderson, Marvin Wilcox and Cheryl Fortman to the court so they could see commission procedures in person. The court approved the security contract and audit engagement unanimously.
