Roads report: county told Longview Asphalt prices rising, staff to pursue GIS mapping

He told the court that Longview Asphalt has notified the county its pricing will increase — “11% increase over 2 years,” Powell said — which he framed as roughly a 5.5% annual increase that is locked for a two‑year period.
Powell also said staff will meet with Bowman, the surveyor who maintains the county’s map book, to discuss moving toward GIS tools to better manage roads and drainage systems. Commissioners asked questions about how special projects are charged; staff clarified that some patching work is charged to work‑area accounts rather than precinct budgets, which can make apparent spending by precinct look uneven.
The court approved two recent Road & Bridge hires, Garen Jernigan and Prince Dunne, and recorded nine current openings in the department. Powell said smaller crews are typical at this time of year because employees use comp time generated during the construction season but added that staff remain available to respond to storm events.
The discussion was informational; no procurement action specific to Longview Asphalt was taken at the meeting.
