Council approves rezoning to R-5 with binding elements to limit houses to single-family

Jeffersontown’s City Council approved the second reading of an ordinance to rezone a parcel from R-4 to R-5 and added a binding element limiting the resulting two lots to single-family homes.
Staff presented the zoning amendment and noted that at first reading the same plan had been described; at second reading the applicant signed binding elements restricting the two lots to single-family use, which staff said should allay neighbor concerns about duplexes or apartments. After a short exchange about the lack of submitted plans and square footage, council approved the ordinance on a voice vote.
Council and staff framed the change as a way to preserve single-family character for that parcel while allowing the lot split to proceed. Staff said the applicant agreed to the binding elements and that planning will record the binding elements and update the zoning map.
