The City Council approved annexation and initial commercial general zoning for two parcels at the intersection of 3 Springs Boulevard and U.S. Highway 160 on July 7, a first annexation south of Highway 160 that staff said will allow additional adjacent properties to follow for annexation and development.
Planning Manager Daniel Murray described contiguity analysis that excludes the CDOT right of way and said staff and the Community Development Commission recommend approval. He noted that water service already extends into the area, the parcels are within three miles of city limits, and the proposed commercial general zoning is consistent with the future land‑use map.
Murray also said parcels are partially overlaid by the wildfire resiliency code and would require defensible space and structure‑hardening measures; annexing properties must also request service‑area changes with Durango Fire for suppression service. With those conditions, the council approved the annexation during first consideration, and the ordinance will return for final reading on July 21.
Next steps: staff will proceed with ordinance readings and the administrative minor site plan review that has been submitted for the eastern parcel’s proposed auto‑parts retailer.
