At the July 9 meeting the St. Mary's County Alcohol Beverage Board reviewed redline draft language to allow a substitute — described in the discussion as an alternate — to serve when a regular member is absent or recused.
Administrator Tammy Hildebrand said she had consulted the governor's appointments office and was told that an alternate who later becomes a regular member would not have that interim service counted against their regular-term limits. "I spoke with the governor's appointment office, and they said there's no problem with that," Hildebrand said. She also said the board cannot change the statutory term dates (January through December), which Chris Beaver, the board attorney, confirmed are set by statute.
Board members discussed how an alternate would step in when a member recuses, with the alternate voting on the specific matter and then stepping back when the regular member resumes. Hildebrand said board staff prepared a redline copy of proposed changes and asked members to review it over the next weeks. The administrator said the item will be placed on the next meeting agenda for a formal vote and then forwarded to the county attorney and delegates for the next legislative session if approved.
