Alcohol Beverage Board conditionally approves Local 235 license transfer to longtime operator

The St. Mary's County Alcohol Beverage Board on July 9 unanimously approved a conditional transfer of the Local 235 LLC class B (restaurant) beer, wine and liquor license to Megan Quinn Ricker, the board said. The approval is contingent on the applicant obtaining a final "U and O" within 30 days.

Megan Quinn Ricker, who was sworn in to testify, told the board she has worked at Local 235 since it opened in 2023 and has been running day-to-day operations. "I've been the sole person inside of the building running everything. I'm the cook. I'm the dishwasher. I'm the scheduler. I'm the bartender, the server," Ricker said, describing experience with inspections and required staff certifications.

Board members asked whether any outstanding items remained on Ricker's application. Administrator Tammy Hildebrand told the board the only remaining item was a final U and O (sometimes rendered in the record as "U and O"); members agreed to make the approval conditional on that clearance and set a 30-day period for completion. Committee member (speaker 5) moved to approve the transfer subject to that condition; Vice Chairman Hill seconded, and the motion carried by unanimous vote.

The license covers the premises known as Local 235 LLC at 251883 Notch Road, Hollywood, Maryland. Chairman Willenborg offered the applicant well wishes following the vote. The applicant thanked the board.

Next steps: the applicant must secure the final U and O within 30 days to finalize the transfer. The board also read its appeals notice reminding interested parties that they may appeal a final decision to the Circuit Court for St. Mary's County within 30 days and that appellants must pay transcription costs in advance.
