Center City grants reasonable accommodation for five service dogs at 141 Busch Ave

The Center City Council on Dec. 3 granted a reasonable accommodation permitting five dogs at 141 Busch Ave after residents presented paperwork asserting that the animals are service dogs.
City Clerk Dana Miron said residents had submitted vaccine paperwork for three of five dogs and reminded the council that under Ordinance §93.11B the city limits residences to three dogs; more than three is treated as a kennel and not permitted. Brooke and Brandon Hoyt provided documentation they said supports treating the dogs as service animals. City Attorney Ted Alliegro noted one option available to the council was to grant a reasonable accommodation.
On a motion by Council member Ryan Pease, seconded by Mark Wolcott, the council approved granting the Hoyts a reasonable accommodation to keep two additional dogs provided all paperwork is submitted and all five dogs are licensed by the end of December. The motion passed 5-0.
The council’s action conditions the accommodation on documentation and licensing by the stated deadline; the council did not adopt any permanent change to the city ordinance during the meeting. The clerk was directed to follow up to ensure required paperwork and licensing are completed by the deadline.
