Center City Council adopts 2025 budget and approves series of resolutions, renewals and contracts

The Center City Council on Dec. 3 adopted the final 2025 budget and levy and approved a package of resolutions, license renewals and contracts in a 5-0 vote.
Council member Mark Wolcott moved to adopt Resolution #2024-12-03-A formalizing the 2025 budget and levy; Lloyd Vetter seconded the motion, which passed unanimously. The budget vote followed a Truth in Taxation hearing earlier in the meeting during which a member of the public asked about total levy amounts and received a response from Wolcott.
The council also approved Resolution #2024-12-03-B renewing bonds for the Hazelden Betty Ford Foundation on a motion by Wolcott, seconded by Ryan Pease. The council approved liquor-license renewals for Pizza Pub, Jake’s on the Lake’s, Fiesta Cancun, Tony’s Bar & Grill, Nordic Harbor Liquor and Nordic Harbor Rooftop Bar on a motion by Pease, seconded by Garrett Boulineau; that motion passed 5-0.
On personnel and benefit matters, the council approved Resolution #2024-12-03-D to increase the Statewide Volunteer Firefighter Plan PERA retirement benefit from $2,500 to $3,000 per year of service (motion by Wolcott, seconded by Vetter). The council approved the 2025 contract with the Municipal Development Group (MDG) and a Loffler contract renewal for the clerk’s office, both by unanimous votes.
In other actions, the council authorized CCFD Chief Travis Greene to spend up to $55,000 from the truck fund to purchase a new chassis for the department’s grass rig, following Greene’s report that calls this year are slightly above last year and that grant requests for portable radios are pending. The council also voted to close the 407 Fund (Smith Metals Abatement) and transfer the balance to the General Fund.
The council briefly discussed a Chisago County delegation resolution and tabled that item for further zoning review, scheduling a special meeting for Dec. 16 at 6:30 p.m.
The meeting ended with unanimous votes on the listed measures and an adjournment at 8:24 p.m.
