RSU 23 board approves personnel actions; superintendent reports on Pre‑K grant and testing changes

The RSU 23 school board took several routine but formal actions at its Nov. 10, 2015 meeting at Old Orchard Beach Town Hall. The board unanimously approved the Oct. 13 minutes and later voted unanimously to grant continuing contract status to Old Orchard Beach High School teacher Melissa Mowery.
Superintendent Lloyd Crocker reported on district and state matters. He noted that the Pre‑K program received a two‑year grant that placed the district among 12 participating districts; a visitor identified as Chellie Pingree visited the Pre‑K program following a Department of Education recommendation. Crocker also told the board that the Maine Department of Education’s use of the Smarter Balanced assessment will end: high‑school juniors will take the SAT and students in grades 3–8 will use 'measured progress,' with no further specifics available at the time of the meeting.
The chair and board publicly thanked Jerome Plante for his years of service as a board member and for assistance during RSU transition efforts. Committee reports noted ongoing negotiations and policy reviews; the facilities committee continues monthly meetings to address both immediate repairs identified by the Harriman study and longer‑range planning.
The board moved into an executive session at 7:45 p.m. to consider a memorandum of agreement about incentive pay for unused personal days under 1 M.S.R.A. § 405(6)(D). At 8:26 p.m. the board exited executive session with no action taken. The meeting adjourned at 8:30 p.m. after a unanimous vote to close the public meeting.
