The Borough of Merchantville on April 13 adopted Bond Ordinance 2026-03 to finance acquisition of a trash truck for the Department of Public Works and approved a purchase contract under a national Sourcewell cooperative.
Council Member Anthony Perno moved to adopt the bond ordinance authorizing a total appropriation of $295,000, with bonds or bond anticipation notes to be issued not to exceed $280,250 and a down payment of $14,750; Council Member Sean Fitzgerald seconded and the council approved the ordinance. The ordinance text states Section 20 costs related to issuance and professional fees will not exceed $14,000 and lists a 10-year useful life for the equipment.
The council subsequently approved R26-52 awarding a contract to Gran Turk Trucks (Sourcewell National Contract #113021) for a 25-yard Leach trash truck in an amount not to exceed $295,000. The resolution conditions the award on certification by the Chief Financial Officer that funds are available under Bond Ordinance 2026-03.
The ordinance and related documents filed with the clerk reference the Local Bond Law (N.J.S.A. 40A:2-11 et seq.) and require the Chief Financial Officer to report any sale of notes to the governing body at the next meeting with details of amount, interest rate and purchaser. The bond ordinance also includes standard covenants intended to preserve tax-exempt status for interest on the obligations and an irrevocable pledge of the borough's full faith and credit if needed.
No vote tallies were recorded in the meeting minutes for the ordinance adoption or the contract award; the minutes record the motions and seconders that carried the items. The council also included the trash truck among items summarized in the borough's capital program notices.
