Green Lake joint review board hears overview of proposed Tax Incremental District No. 8, appoints public member

The City of Green Lake Joint Review Board convened on Sept. 11, 2025, appointed Mayor Raymond Radis as chair and Kris Herrell as the board’s public member, and received an overview of a proposed Tax Incremental District No. 8 from the city’s financial advisor.
Deputy Clerk Melissa M. Zamzow called the meeting to order at 11:30 a.m., certified compliance with the Open Meeting Law and noted the agenda had been posted on Aug. 25, 2025. Roll call recorded Member at Large Kris Herrell; Moraine Park Technical College representative Bethany Rusch (participating via Zoom); Green Lake School Board representative Susan Sorenson; and Green Lake County representative Jason Jerome. Mayor Raymond Radis was listed as absent.
Susan Sorenson moved and Bethany Rusch seconded a motion to appoint Mayor Raymond Radis as chairperson; the motion carried. Sorenson then moved and Rusch seconded a motion to appoint Kris Herrell as the public member; that motion also carried. The meeting minutes record the motions and their seconders but do not provide a vote tally.
Adam Ruechel, financial advisor with Robert W. Baird & Company, briefed the board on the responsibilities of the Joint Review Board and provided an overview and description of the proposed Tax Incremental District No. 8. The transcript indicates an informational presentation was given but does not include specifics on the TID’s boundaries, projected tax increments, financing structure, or expected public improvements.
