FST cover repair scheduled; WPCA to scope methane monitoring after contractor work
Summary
Spectrum will remove an access door and perform repairs to the FST cover; CIRMA will inspect before return to service. Commissioners requested a consultant scope for venting and methane gas monitoring for the FST building.
The WPCA reported that Spectrum is scheduled May 14 to remove an access door from the FST cover, pump out accumulated liquid, clean debris, install three replacement stainless steel haunches, and seal the cover with foam backer rod and roof tar. Plant Superintendent Terrence Donoghue anticipates the tank will be ready to return to service within about one week pending final inspection by CIRMA.
Commissioner Keith Shortsleeve asked about sealing methods and recommended installing a methane gas monitor and alarm in the FST building given prior anaerobic conditions and gas accumulation. Donoghue agreed that improved sludge management has reduced risk but concurred gas monitoring is appropriate and was asked to prepare a brief scope of work for consultant review to be presented at the next meeting.
Outstanding frac tank rental and repair expenses will be submitted to CIRMA for reimbursement upon Spectrum’s completion of the work. The frac tank remains on-site pending the FST repair.
