WPCA targets $750,000 SSES/I&I study; blower replacement and capital prioritization discussed

At its May 13 special meeting the Litchfield WPCA discussed capital planning tied to a proposed sanitary sewer evaluation study (SSES/I&I) estimated at about $750,000, eligible for a 55% Connecticut DEEP grant that would reduce the net local cost to roughly $337,500.
Commissioners discussed whether some plant improvements—such as headworks, grit removal, or screening—could proceed before the study is complete. Chair Chris Levesque agreed that selected improvements may advance independently, while Commissioner Bill Buckley suggested prioritizing projects that could be funded directly from Fund 66 rather than waiting on the study.
Plant Superintendent Terrence Donoghue identified replacement of aeration blowers as the most urgent capital need, with vendor quotes ranging from approximately $22,000 to $60,000 per unit. Donoghue and Public Works Director Raz Alexe will confer on procurement approach and bring prioritization recommendations to a future meeting. The commission plans to target a capital appropriation request to the Board of Selectmen in August and finalize the RFQ and rules and regulations for the SSES/I&I study.
