Stratford Selectboard signs manifests, hears updates on park path and illegal dumping; revised water/sewer ordinance materials readied for residents

Selectmen Charlie Goulet and Ron Scott, Jr. approved manifests and signed documents for Oct. 6 and Oct. 13, 2025, recorded as approved 2-0. Steve LaFrance presented payment and paperwork for lot line adjustments and asked that the board sign the documents so his attorney could file new deeds.
Town Administrator Suzanne Goulet said a written explanation prepared by Clayton Macdonald is available to help residents who ask about increases or decreases in sewer and water bills under the revised ordinances. The agenda also listed "Sign revised sewer/water ordinance" as new business; the transcript does not record whether the board signed the ordinance during the meeting.
Juergens reported that Back Street River Park site work is progressing and said he has been photographing the site for historical records; he asked staff to contact Lynch about timing to complete the remaining sidewalk/path. Selectman Charlie Goulet raised the problem of illegal tire dumping on tax-deeded land, saying the town should not make neighboring residents pay for cleanup when property owners are not compliant.
Suzanne Goulet said the generator spill tray topic was tabled until the next Selectboard meeting on Nov. 3. Reminders included Trick-or-Treat on Oct. 31 from 4–7 p.m. and a Town Committee safety meeting Oct. 22 at 10:30 a.m. The board moved to non-public session to consider six applications to the Rollin Baldwin fund. The meeting adjourned at 5:15 p.m.; minutes were prepared by Vanessa Toner.
