Selectboard approves planned utility repairs as water-system issues persist

Town staff told the Town of Stratford Board of Selectboard on Nov. 17 that the town’s water systems face several maintenance issues, and the board voted to proceed with repairs.
Brian Hays described ongoing problems at the Millhouse Pump Station, where the suction side has been losing prime. "[We are] considering future upgrades: received a quote for upgrading to a sump system," he said, and reported plans to disassemble and attempt repairs to suspect gaskets and deteriorated piping.
Hays also reported electrical problems with the Milhouse UV disinfection system and said a contractor (Rich from Laviolett Controls) is assisting; both sides are currently running and providing disinfection, though one UV bulb remains out and needs replacement. He warned that some system wiring is damaged and will require a day of downtime to replace, though backup systems should cover service during that work.
Other items Hays raised: the existing well flow meter is non-functional and a replacement quote has been received and will be installed with available water budget funds; the village generator has a failed, obsolete relay for which an electronic replacement has been quoted and funding options such as PDIP funds are being considered; and the reservoir tank mixer was replaced under warranty and is operating on solar power with battery backup, although some solar panels show cracked panels that may have resulted from mounting stress.
On water billing and service, Hays addressed resident questions about apparent higher bills after billing changes and described an ongoing meter replacement program switching to a compatible new meter brand; he said policy on customer liability for damaged meters was clarified for residents.
Following the reports, the board approved a motion, 3-0, to proceed with planned utility repairs and maintenance. The motion was recorded without a named mover in the meeting transcript.
