Utility Manager Billye Robling and Clerk-Treasurer Jodie Rankin asked the council to consider Bogard for the position, saying the recommendation was based on points earned through the interview rubric used by hiring staff. Council Member Michael Baehl moved to hire Bogard, and Council Member Randall (Randy) Rankin seconded the motion. The council took a roll-call vote and recorded Justin Rutledge (yes), Michael Baehl (yes) and Randy Rankin (yes); the motion carried.
