Laramie City Council approves Garfield Street footbridge safety upgrades, UW resort liquor license and multiple contracts

Laramie City Council on July 7 approved a package of grants, contracts and budget changes including a Transportation Alternatives Program grant to fund safety and Americans with Disabilities Act improvements to the west‑side landing of the Garfield Street footbridge and issuance of a resort liquor license to the University of Wyoming’s catering operation.
A staff member presenting the recap said the TAP grant with the Wyoming Department of Transportation covers curb ramps, truncated domes, sidewalk work along Pine Street between Custer Street and Grand Avenue, crosswalk improvements and reconfiguration of the bridge landing to remediate an existing hazardous grade change. The council approved the authorization by an 8‑0 vote.
Council also approved issuance of a new resort liquor license to the University of Wyoming DBA UW Catering and Events, located at 1000 East University Avenue; staff reported there were no public comments on that hearing and the license passed 8‑0.
Other approvals include a Business Ready Community grant agreement with the Wyoming Business Council to support expansion of the WyoTech training project; staff estimated construction completion would take 18 to 24 months after grant approval. Amendment No. 2 to the professional services agreement with AVI Professional Corporation—adding construction administration and observation following AVI’s design work—was approved 8‑0.
The council awarded a contract to Mechanical Systems Inc. for a pressure reducing valve replacement on Pierce Street. The PRV will be housed in a new above‑grade building in the Pierce Street right‑of‑way to provide safer access for city personnel and eliminate confined‑space entry during routine maintenance; the award passed unanimously.
A contract for a priority sewer replacement project on Custer Street between 12th and 13th streets was awarded to Big Hunks Excavation Inc.; proposed work includes removal and replacement of the existing sewer main and manholes, installation of 10‑inch PVC sanitary sewer pipe and new 48‑inch precast concrete manholes, plus surface restoration. That item passed 8‑0.
The council adopted Resolution 2026‑46 approving fiscal year 2026 budget amendments that increase appropriations in the 911 Emergency Fund, the Capital Construction Fund and the 2018 Specific Excise Tax Fund while decreasing appropriations in the General Fund. Council also approved Resolution 2026‑47 authorizing the City Manager to establish a housing enabling infrastructure program intended to incentivize shovel‑ready housing projects through agreements that may recapture some program funds for public infrastructure; both resolutions passed 8‑0.
The consent agenda, approved 8‑0, included minutes, cemetery deeds, vouchers, a notice of Calcutta for Jubilee Days, an agreement with 3rd Street Operations LLC to defer fees, a fire department grant award and a temporary alcohol permit in Albany County.
