Staff: moved historic structures limited to district; review finds roughly 10–12 recent cases

Planning staff told the commission on July 7 that concerns about moving historic structures offsite are constrained by town policy and code and that any relocation would require a formal application, rehabilitation commitments and utility connections.

"But, at least it would have to be moved within the historic district at the most," Planning staff (Speaker 3) said, responding to council questions about whether a structure could be moved to a location outside town or into other jurisdictions. Staff emphasized that an application to move a structure would require evidence of rehabilitation and full utilities at the destination.

Staff also said a records review, led with assistance from "Maddie," identified locations and documentation of structures that have been moved in the past. "We're gonna be going through that here in the next few weeks to kinda just see what kind of situation we have," Speaker 3 said, adding that the current focus is on structures moved after the period of significance (post‑1942) and that the count under review is "probably in the neighborhood of 10 to 12 structures." Staff said structures moved before 1942 were not the focus because they were moved during the period of significance and generally retain historic context.

Commission members raised the possibility of closing any perceived code loopholes that might allow a historic structure to be removed from protected contexts without clear rehabilitation requirements. Staff agreed the town has discretion in application review and that code language could be clarified through council action if the council chooses to pursue it.

Next steps: staff will complete the record review and report back to the commission and council in the near term.
