Greene County approves $531,000 for EMS equipment, sets aside funds for sheriff vehicles and repays HEAL loan

The EMS resolution states the department will use a mix of patient‑generated revenue and grant funds to cover the cost so the county’s general fund balance will not be drawn down.
Sheriff patrol vehicles: Commissioners also voted to appropriate $250,000 from the unassigned fund balance to purchase patrol vehicles for the sheriff’s office, following the department’s vehicle‑replacement schedule submitted during the budget process.
HEAL loan repayment: The commission appropriated $545,000 from the Education Capital Projects Fund to repay funds previously loaned under Tennessee’s HEAL (Helene Emergency Assistance Loan) program for repairs tied to Tropical Storm Helene. That repayment was required by the county’s HEAL agreement for a loan it made to Glen Hills Utility District.
Housing grant application: Separately, the commission authorized submission of a HOME Program application to the Tennessee Housing Development Agency (THDA) requesting $750,000 to support low‑income housing rehabilitation; the county designated the First Tennessee Development District to administer the grant if awarded.
School budget items: The body also approved amendments to school operating and capital budgets, including the transfer of restricted school fund balances into capital projects to cover planned facility repairs.
Votes and funding sources: Each resolution was presented with funding sources specified in the packet: patient revenue and grant funds for EMS purchases; unassigned general fund balance for sheriff vehicles; the capital projects fund for the HEAL repayment; and no county match required for the THDA HOME application. The measures passed by majority vote.
Next steps: EMS will complete procurement in line with stated funding sources; the county finance office will execute vehicle purchases and process the HEAL repayment per the resolution’s transfer instructions.
