Council approves Pier Street PRV contract and sewer rehabilitation awards

The Laramie City Council on July 7 approved two engineering/contract awards and related budget authorizations for water and sewer infrastructure projects.
Council first approved Amendment 02 to the professional services agreement with AVI Professional Corporation for construction management and administration for the Pier Street pressure-reducing valve (PRV) replacement in the amount of $76,151.48 plus a $7,615 contingency.
Shortly after, council awarded the construction contract for the PRV replacement to Mechanical Systems Inc. for $704,065 with a $45,590 contingency. Director Smith explained the PRV sits between two pressure zones and stabilizes supply; the project includes bringing part of the installation above ground and constructing a small building around the valve.
Council also approved the award to Big Hunks Excavation Inc. for priority sewer replacement on Custer from 12th to 13th Street for $161,413.20 with a $30,000 contingency. Director Smith said the pipe has failing and crushed sections and the work is intended to relieve a bottleneck in flows.
Both motions passed 8–0 with one absence. Staff said procurement follows state and city policies and that selection is not always exclusively lowest bid; qualifications can be considered when justified.
