City OKs $5 million Wyoming Business Council grant to expand WyoTech training campus

The Laramie City Council voted July 7 to approve the Business Ready Community grant agreement awarding $5,000,000 to the city to support the WyoTech training expansion project.
Councilor Newman moved and Richardson seconded the motion. City manager and staff described the vote as the final step in an extended BRC process. The approved agreement commits the city to manage grant funds through the previously approved development, lease and recapture agreements.
City manager and staff said the grant supports construction and that while timelines are not finalized, construction could begin in spring 2027. Staff also said the WyoTech expansion and associated dorm projects are being advanced in parallel but may move at different paces.
Public commenters and several councilors expressed strong support, citing expected job creation and economic benefits for West Laramie. The motion passed 8–0 with one absence.
The council authorized the mayor and city clerk to sign the grant agreement and staff will manage subsequent contracting and oversight tasks.
