Dillon to consider $500,000 for Soda Creek workforce housing; county to draft partner agreement

Town finance staff presented a supplemental appropriation request for $500,000 from the town's housing fund to assist a Summit Habitat for Humanity workforce housing project at Soda Creek. "Housing fund audited balance is $6,279,000; after this appropriation and pending budget amendments the year‑end balance would be about $5,200,000," Heather Prezella told council.
Staff said the project is a three‑building development with five units (two duplexes and a third duplex with attached storage) that originally sought roughly $1.5 million in partner funding. Council members and staff confirmed that Summit County, Keystone and the Town of Dillon are now listed as partners; staff said the county will draft an agreement spelling out fund uses, transfers and restrictions that will be presented later for council review. Owen Dodd is expected to give an update and the council will see a resolution on the regular meeting agenda.
Council asked whether town contributions created any local preference on occupant selection; staff said Habitat for Humanity uses its own eligibility protocol and that being a financial partner does not automatically reserve units for town residents. "Interested Dillon residents can apply under Habitat's selection process," a council member noted. Staff said council will have another opportunity to propose conditions when the county drafts the agreement.
No final appropriation vote was taken at the work session; staff will return the resolution for the regular meeting.
