School seeks more parking; Fielding council weighs lease, easement or sale of city land

A visitor (Jerry) and several council members discussed a preliminary parking plan for a city-owned parcel adjacent to the elementary school.
Jerry presented a concept map showing parking on the north and east sides of the school. Council members raised questions about ownership, snow removal and setbacks, and whether the school should be required to purchase, lease or obtain an easement to use the property. Several councilors favored a lease or easement so the town retained ownership and could require maintenance and access conditions; others offered alternatives such as moving the fence or buying adjoining private property if the school needed more permanent parking.
The council agreed to put a draft contract or easement on the planning commission agenda for review next month. Planning commission recommendations will be returned to the council for a final decision. Councilors emphasized that any agreement must preserve town access for maintenance and address liability and snow-plowing responsibilities.
No sale or lease was authorized at this meeting; the council directed staff to prepare draft terms for planning-commission review.
