East Lyme zoning panel approves three coastal site plans for Niantic rebuilds

At its July 9 meeting the East Lyme Zoning Commission approved three coastal area management (CAM) site-plan reviews in Niantic.
Staff memos from the zoning official, William Mulholland, described statutory CAM requirements and each site's coastal conditions. For 60 Sunrise Avenue (applicant Margaret C. Sullivan) staff said the property is inland (about 1,200 feet from Nyanick Bay), that no coastal resources were on-site and that DEEP—s Land and Water Resources Division provided a memo finding the project consistent with the Coastal Management Act; the commission approved the application by voice vote (6-0-0).
For 68 East Shore Drive (applicant Carolyn Redmond) the property is a waterfront lot in a FEMA VE flood zone; the proposal calls for construction on piers to meet FEMA base flood elevation requirements and staff recommended erosion controls to protect adjacent coastal resources. The commission approved that application by voice vote (6-0-0).
For the combined 19 East Shore / 4 Niantic Drive application (Paul and Jean Pravatera) the applicants proposed removing two structures and combining the lots to construct a single new home approximately 200 feet from coastal resources; staff advised this was within municipal CAM review authority and the commission approved the application (6-0-0).
Each approval included the commission—s finding that the project is consistent with applicable goals and policies of the CAM Act and that reasonable mitigation measures were proposed; the approvals were recorded as routine municipal CAM actions with conditions noted for flood compliance and erosion control where applicable.
