Carter County approves multiple budget amendments, landfill rate increase and emergency dozer rental

The Carter County Board of Commissioners approved a series of budget amendments and operational measures at its June 20, 2022 meeting, including fund-specific amendments, a landfill rate increase, and an emergency rental for landfill equipment.
Budget motions approved by roll call included County Fund #101 amendment #12 (items #1–31) totaling $1,097,477.93; Solid Waste Fund #116 amendment #5 for $87,296.50; Health Fund #117 amendment #1 for $10,000; Drug Control Fund #122 amendment #1 for $250; Highway Fund #131 amendment #7 for $356,384.68 (with $127,265.64 coming from that fund's Unassigned Fund Balance); School Federal Projects Fund #142 amendment #12 for $15,224.37; Food Service Fund #143 amendment #3 for $26,500; Head Start Fund #145 amendment #8 for $900; Debt Service Fund #151 amendment #1 for $332; and ancillary budget items totaling $213,343.09 (with $36,030.65 from Unassigned Fund Balance).
The commission also approved moving $5,000 from the Landfill Unassigned Fund Balance to a rental line item for a dozer to be used while a landfill dozer is repaired; commissioners recorded the motion to suspend rules and the follow-up motion approving the transfer. Commissioners approved monetary donations of $388.00 and nonmonetary donations of $599.44 to the county animal shelter.
On the Landfill Committee's recommendation, the commission voted unanimously to raise landfill tipping rates to $57.50, effective Aug. 1, 2022, citing increased operating expenses.
In committee reports, Budget Committee discussion included a previously considered motion to increase county employee pay ($2,000 annual raise for full-time and $1,000 for part-time), which was presented in committee meeting minutes but later withdrawn and not adopted at the full commission meeting. County commissioners also approved a TDOT Litter Grant Contract and a State Inmate Contract per Law Enforcement Committee recommendations.
Commissioner Aaron Frazier noted during commissioner comments that a proposed Motorola radio-system quote had risen to approximately $5.7 million and said he would circulate the documents to the commissioners for review.
