Carter County commissioners approve multiple resolutions, budget amendments and bridge namings

The Carter County Board of Commissioners approved numerous resolutions, budget amendments and appropriations during its Jan. 18 regular session, including memorial bridge namings and funding for capital and service needs.
Resolutions and memorials: The commission adopted Resolution 813 recognizing National Mentoring Month 2022 (motion: Robert Acuff; second: Randall Jenkins; vote: 23 yes, 0 no). It approved Resolution 814 supporting efforts to keep the Roan Mountain State Park swimming pool open (motion: Kelly Collins; second: Isaiah Grindstaff; vote: 22 yes, 0 no, 1 abstain). The body also voted to suspend rules and approve renaming two bridges in Hampton after Michael P. Oliver (class of 1965) and Tony L. Griffith (class of 1966); a friendly amendment to include each man's rank was accepted before the vote and Attorney Josh Hardin will draft the state resolutions.
Capital and equipment financing: On a motion by Mark Blevins, second by Travis Hill, the commission approved Resolution 815 to issue three-year interfund loan capital outlay notes not to exceed $502,000 to purchase landfill trucks (vote: 23 yes, 0 no).
Fire, parks and program appropriations: The commission authorized a $150,000 appropriation for construction of a new Stoney Creek Volunteer Fire Department building, to be funded from ARP funds if permitted or from unassigned fund balance (motion carried 22 yes, 0 no, 1 abstain). Commissioners also approved a $78,330 appropriation to Parks and Recreation (vote: 19 yes, 4 no).
Routine budget amendments and donations: The board passed multiple budget amendments across funds — including General Fund #101 amendment #7 ($307,540), Highway Fund #131 amendment ($50,000), General Purpose School Fund #141 ($65,000), School Federal Projects Fund #142 ($229,351.66) and Food Service Fund reallocation ($29,300). The commission approved $2,486 in monetary donations and $380.13 in non-monetary donations to the county animal shelter and authorized $7,500 from reserved opioid funds for the Family Free program to develop a budget and needs analysis for drug rehabilitation and recovery services. The Election Office received a budget reallocation of $2,000 to software at the request of Administrator Tracy Harris.

What happens next: Attorney Hardin will prepare the formal resolutions for the state related to the bridge renamings. Several items involving ARP funds and proposed recurring personnel costs were remanded to committee for further review.
