Cushing selectmen sign appointments, assign duties and table 3% raise pending budget review

The Town of Cushing Board of Selectmen on April 13 signed a slate of municipal appointments and assigned specific duties to individual selectmen.
Town Clerk Lisa Young recorded that the board signed appointments including Arthur Kiskila as Fire Chief and Emergency Management Director; Scott Bickford as Code Enforcement Officer and Plumbing Inspector; Stephen Stimpson as Animal Control Officer; Austin Donaghy as Harbormaster; Peter McBean as Deputy Fire Chief; Anthony Winchenbach as Assistant Fire Chief; Evelyn Kalloch as a Planning Board member; Irene Vinal as Tax Collector and Deputy Treasurer; Lisa Young as Town Clerk, Treasurer and Deputy Tax Collector; David Taylor and Joshua Spear as members of the Harbor Board; Robin Wiggin as Sealer of Weights and Measures; and Carl Taylor and Sherri Taylor as Shellfish Committee members. The minutes record that the board signed the appointments but do not record a roll‑call vote related to those signatures.
The board also assigned routine duties among selectmen: Chairman Alton Grover will oversee meetings, roads, building and properties and serve as the MMA representative; Daniel Staples will represent the board on the Shellfish Committee and Knox County matters; Laurie Haynes will handle the Ordinance Committee, Recreation and addressing; Martha Marchut will oversee the Transfer Station, Cemetery Board, Recycling Committee and grants coordination; and Heidi Alley is responsible for employee oversight, rescue squad liaison, office operations and internal audits.
On personnel pay, Chairman Grover raised a proposed 3% cost‑of‑living raise for hourly employees. Selectman Daniel Staples questioned whether the increase should have been decided during budget hearings and whether funding existed. The board decided to review the numbers and tabled the matter until the next meeting; Selectman Martha Marchut moved to table the discussion (carried 5‑0‑0).
