Cairo Town Board approves ambulance hires, stipends and budget moves; denies HR stipend and meeting cancellation

At its Sept. 8, 2025 meeting, the Cairo Town Board approved hiring two part-time ambulance drivers, appointed an ambulance administrator with a $16,000 stipend, authorized multiple budget actions and bill payments, denied a proposed human-resources stipend, and voted not to cancel the Sept. 17 meeting. Supervisor Watts was absent.
The Town of Cairo Board met on Sept. 8, 2025, at Town Hall and approved several personnel actions, budget amendments and payables before adjourning at 7:45 p.m. Council Members Bogins, Cords, Flaherty and Murphy were present; Supervisor Watts was absent.
The most immediate action approved was Resolution No. 2025-157 to hire Michael Anderson and Nicholas Teslenko as part-time drivers for the Town of Cairo Ambulance at $20.17 per hour under the union contract. The motion, offered by Council Member Bogins and seconded by Council Member Cords, carried on a 4–0 vote with one absence.
The board also adopted Resolution No. 2025-166, appointing Jennifer McGee to perform Ambulance Administrator duties retroactive to Aug. 5, 2025, with a yearly stipend of $16,000 to be paid from the Ambulance Administrator expenditure line. The board simultaneously terminated the Ambulance Administrator stipend for Gerard Laird effective Aug. 6, 2025. That motion carried unanimously among members present.
On finance matters, the board approved payment of Abstract #308 (Resolution No. 2025-177), authorizing $199,070.01 in payables and prepaids across multiple funds (General $136,900.38; Highway $43,557.51; Street Lighting $11,489.80; Sewer $2,387.06; Trust & Agency $2,148.89; Water $2,586.37). The board also accepted the monthly Supervisor’s Report for August 2025 in keeping with Town Law, Section 125 (Resolution No. 2025-178).
The board approved a 2025 budget amendment (Resolution No. 2025-180) moving $3,093.02 from contingency (A0-1990-4) to youth programs (A0-7310-150). It accepted EDU billing from the Sewer Administrator for $13,937.50 dated Sept. 1, 2025 (Resolution No. 2025-181).
A separate personnel request to appoint Johanna Halvorsen to perform Human Resources and supervisor-directed duties with a $16,000 stipend (Resolution No. 2025-179) failed on a 0–4 vote (Bogins, Cords, Flaherty and Murphy voted Nay; Supervisor Watts absent).
The board approved Resolution No. 2025-182 to hire Dale Becker as a part-time highway laborer at $20.00 per hour; minutes state Becker had prior highway experience and was considered a good fit. (The minutes list an effective date of Sept. 2, 2022; that appears to be a clerical error in the minutes given the 2025 meeting date and is treated here as intended to be Sept. 2, 2025.)
A motion to cancel the Sept. 17, 2025 Town Board meeting (Resolution No. 2025-183) was considered and denied unanimously by the members present.
Other items recorded in the minutes included preliminary discussion of a potential small land sale to Stewart’s, a construction matter on Roosevelt Ave/Old Route 23 (Frank Scavetta; item tabled), a Historical Society request from Sylvia Hasenkopf to install a marker for the Fossell Forrest at the rear of a property, and a correspondence offer from the Chamber to donate the tourist-information gazebo for use near the Town Park dog run.
