Cairo board approves multiple finance measures; motion to set 2026 budget hearing fails for lack of a second

Supervisor Watts offered Resolution No. 2025‑190 to authorize the required public hearing on the 2026 town budget, but no board member seconded the motion; the motion failed and will be reintroduced at the next meeting. Board members noted that the public hearing must occur no later than the Thursday after election day.
Separately, the board unanimously approved Resolution No. 2025‑191 to authorize payment of Abstract #309 (V5 #00613–00696) totaling $1,068,854.87, with a fund breakdown listed in the resolution (General $359,635.31; Highway $662,088.45; Street Lighting $5,934.10; Sewer $15,558.47; Trust & Agency $2,148.89; Water $23,489.65).
The board accepted the monthly Supervisor’s Report for September 2025 (Resolution 2025‑192) as required by Town Law, Section 125, and approved a sewer billing adjustment of $32.52 (Resolution 2025‑193) and acceptance of water billing totaling $49,138.27 (Resolution 2025‑196).
The board also approved budget transfers to prevent overdrafts (Resolution 2025‑201) reallocating multiple expenditure lines between capital outlay, general repairs, engineering contractual and other lines, and amended the 2025 budget to record CHIPS reimbursement of $294,348.34 (Resolution 2025‑202). A Request for Quotes to repair a portion of Main Street sidewalk was authorized (Resolution 2025‑198).
No further changes to the tax‑levy override resolution (2025‑203) were approved; that resolution was defeated by roll‑call vote (Watts Aye; Bogins Nay; Cords Nay; Flaherty Aye; Murphy Nay). The board closed financial business and moved on to personnel and other agenda items.
