The Plan Commission recommended approval of the final condominium plat and declaration for Stone Lake Phase 2 on May 4, advancing a 16-building, 38-unit expansion consistent with the project's preliminary approval.
Planner Mary summarized that Phase 2 mirrors the approved preliminary plan and that the applicant has supplied architectural elevations, floor plans, building footprints and the declaration of restrictive covenants. She recommended conditional approval that would require a development agreement, a stormwater management and maintenance agreement, and final city engineer review and approval of sewer, water, drainage and utility plans prior to recording.
Commission discussion focused on design details. One commissioner asked whether garage arrangements and the limits on double front-facing garages were captured; Mary said the declaration incorporated the language of the recently updated residential design standards and confirmed each home will require review by the site and architectural review board before building permits are issued. The applicant noted site constraints prevent changing three units with forward-facing garages and that those instances were limited to three buildings in the second phase. The applicant also said sales for Phase 1 have been strong: “We have 28 of the first 32 units either completed or under construction. Five are actually sold and closed and moved in, and 24 of the 28 are sold under contract,” the applicant said.
After discussion of screening along the industrial park and stormwater details, a motion to approve the final condominium plat and declaration for Phase 2 was made subject to staff stipulations; the motion was seconded and passed by voice vote.
