Planner Mary told commissioners that field surveys and consultations with the city engineer, a quarry operator to the east and the tower company showed the original survey error that produced a proposed retaining wall could be avoided by grading down 15 to 20 feet into the adjacent property. Mary said the amendment would be approved only after “city engineer review and approval of the detailed final design and extent of the new grading plan” and after the tower company provides “a signed copy of written consent from the owner of the property to the east.”
Commissioners asked clarifying questions but did not express substantive objections. One commissioner moved to approve the amendment, a second was recorded, and the motion passed on a voice vote.
The approval modifies one document that is part of the tower's conditional-use authorization; staff emphasized the change is technical and requires the city engineer to sign off before work starts and for a written consent from the adjacent landowner to be placed on file.
