The council suspended its rules and approved the ordinance on emergency reading. Council member Derek Varney moved to suspend the rules; Michael Flaherty seconded. The adoption motion was made by Guiles Richardson and seconded by Michael Flaherty. All six council members voted yes.
Law Director Gene Hollins told council that state laws governing adult-use marijuana continue to change, and that the extension is intended to give the city time to review evolving legal and regulatory requirements before permitting local businesses. "The laws are still changing," Hollins said during discussion.
The ordinance extends the moratorium for the period specified in the ordinance text. Council did not hold public discussion at the March 9 meeting beyond the readings and votes. The city indicated staff will continue to monitor state guidance and return to council with recommendations as developments occur.
