The Plan Commission unanimously recommended March 2 that the Common Council amend the city’s zoning code to add banks, savings and loans, credit unions and similar financial institutions (with or without drive‑through) to the list of conditional uses permitted in the M‑3 business park district.
Planner Mary explained the change responds to potential market interest in locating a financial use in one of the city’s M‑3 parcels (Highway 60 Business Park or Commerce Court). As conditional uses, banks would still require site plan review and commission consideration so the commission could evaluate building scale, drive‑through queueing and compatibility with neighboring business‑park development.
A commissioner moved to recommend the text amendment to the common council and the motion carried on a unanimous voice vote.
