On pedestrian safety, staff recommended and the committee approved an RFP for a rectangular rapid flashing beacon (RRFB) at the River Edge Trail crossing on East Thomas (estimated installation $15,000–$20,000), noting counts and observation of extended pedestrian wait times at that location. A separate RRFB request at Stevens Drive and Golden Meadows was debated; staff did not support that location because pedestrian counts were low and a motion to postpone for better counts later in the school year failed for lack of a second.
