Avon Council approves easements, accepts four parcels for road work, OKs Fisher Drive MOA and other routine measures

On Sept. 4 the Avon Town Council approved acceptance of sanitary sewer easements for 125 and 135 Hollister Drive, accepted four parcels for highway purposes (4‑0 with one recusal), authorized a MOA with the Board of Education for 200 Fisher Drive and established a special revenue fund with an initial $213,074 appropriation.
The Avon Town Council on Sept. 4 voted to accept sanitary sewer easements at 125 and 135 Hollister Drive and to approve accepting four parcels along Richard and Jackson streets to be used for highway purposes and future cul‑de‑sac and drainage work.
Assistant Town Engineer Matt Brown told the Council the easements are being recorded after two homeowners bought property previously held by Sunlight Construction and the town did not receive the easements at the time of original development. The Council approved acceptance of the sanitary sewer easements unanimously.
On the parcels at Richard and Jackson streets the Council voted to accept Parcel A (28 Richard Street), Parcel B (corrected to 34 Richard Street), Parcel C (27 Jackson Street), and Parcel D (31 Jackson Street) contingent on proper filing of amended deeds reviewed by the Town Engineer and Town Attorney. Council member Weber recused himself from that vote because his driveway is on Richard Street; the motion passed 4–0.
The Council also approved corrections to and accepted the July 31, 2025 meeting minutes as amended, and completed several administrative actions. The Council authorized the Town Manager to execute a Memorandum of Agreement with the Avon Board of Education for use of the 200 Fisher Drive facility as a central office, established a Fisher Drive Property Management special revenue fund to segregate lease revenues and costs, and recommended a supplemental appropriation of $213,074 to record initial revenues and expenditures for the fund.
Other votes included appointing Chief Neil Dryfe to the Youth Services Advisory Board (term to Dec. 31, 2025) and approving a motor vehicle tax refund of $1,048.48 to Toyota Motor Credit Corp. The meeting adjourned at 11:03 p.m.
Where votes were recorded, the minutes list the mover, seconder and the vote; parcel acceptance carried 4–0 with Weber recused. Council asked the Town Engineer and planning staff to follow up on landscaping and tree‑preservation concerns raised by a resident regarding cul‑de‑sac construction and noted the need to reconcile right‑of‑way planting with anticipated utility uses in easements.
